Trendline of Deficits

The text says: "Fiscal gap has trended around 6% of GDP in recent years".  

That's not what I see - I see deficits that are increasing as a percent of GDP that are currently about 6% of GDP and continue to increase as a % of GDP in an unbroken trendline since the year 2000.
