Did NOAA murder 27 girls in Texas?

Ok, this is a wild wild conspiracy theory which I have no evidence to back up except for a video clip I watched briefly on Tiktok yesterday, which I can't find now.  The theory is that the bureaucrats who get paid to forecast the weather are so mad about their cushy jobs being cut, that they deliberately seeded a flash flood event in Texas over a very limited area which caused a massive amount of rain to fall, and that they knew people would die, and now they are using the deaths to argue that the weather funding should be restored.  This is similar to false flag event (live "Remember the Maine" in Cuba in 1898).  I will update if I hear anything else.  I hope this theory isn't true.  But the Deep State is so nasty that I wouldn't put it past them.

Truthfully, I don't even know how an event like this could be deliberately caused, which makes the theory unlikely.  If I remember right, the guy in the video said go to NOAA's home page, and scroll down and then search for "Texas cloud seeding" and it brings up the information.  I haven't done this yet.

Ok, so the cloud seeding portion seems true.  But is there any connection to NOAA?

While federal agencies such as the National Oceanic and Atmospheric Administration (NOAA) have publicly denied engaging in weather modification operations, hiding behind the idea that accusations of any such operations are tantamount to the chemtrails "conspiracy theory," the truth about government-led weather modification efforts is irrefutable.

There does seem to be a connection to HAARP, funded by DARPA.  I am not seeing the NOAA connection however.  So the theory seems to be half-true so far.
