Capital of the North American Union

If the North American Union actually is formed, what city should be the capital? Here are the leading contenders, in my opinion:

1. San Antonio.  This is probably the most "Mexicanized" of the major U.S. cities.
2. Kansas City. Centrally located.
3. Santa Fe.  Lots of history and culture here.
4. New Orleans
5. Dallas
6. Colorado Springs
7. Monterrey. This is probably the most "Americanized" of the Mexican cities.
 8. El Paso
9. Austin
10. Chicago
11. Toronto
12. Tucson
13. Oklahoma City
14. San Diego
15. Ottawa
16. San Francisco
17. Denver
18.  Memphis
19. Houston
20. Las Vegas

Almost all of these are US cities, and the US would have the most to gain.
