Nadler is powerless to compel AG Barr to testify

Jerry Nadler, barking dog on a leash

"Nadler said Wednesday night that he was not planning to issue a subpoena immediately to compel Barr's testimony and instead would focus on the Department of Justice having missed the subpoena deadline for the full unredacted Mueller report, which was set for Wednesday. If that cannot be worked out in the coming days, Nadler said his committee would begin contempt proceedings against Barr, which would be separate from any issues over his refusal to testify Thursday. Nadler told reporters after the hearing Thursday that he would make "one more good-faith attempt" over the next few days to negotiate for the release of the unredacted report, "and then, if we don't get that, we will proceed to hold the attorney general in contempt."

What happens when you threaten to do something and don't do it?  Then your word is meaningless and you are seen as a weak person.  AG Barr isn't even under subpoena, so he didn't have to go to the hearing today.  As for the documents, he is forbidden by law from providing the full unredacted report, because it contains Grand Jury information.  Even if Nadler brings a contempt citation against Barr (which he probably won't), it would go to a vote in the full house.  If it passes on a party line vote (235-197), then it would be referred to Department of Justice to enforce.   Guess who is in charge of the DOJ?  That's right, Barr.  What if Barr recuses himself, he could still claim the information is privileged.  What if this goes to a federal judge to enforce the subpoena? It would probably be dismissed as a "political question".  If not, he would just appeal it all the way to the Supreme Court, where he would win.

Nadler knows this and is just playing games.  If he really is stupid enough to think he can enforce the subpoena, then it is war, which he will lose.  He is a barking dog on a leash.
